Should a stablecoin neobank choose the wallet layer or issuing partner first? I'm looking into what it takes to build a stablecoin neobank and I'm trying to figure out which part of the infrastructure should be decided first. My initial thought was to start with the wallet layer since that's where users would hold their USDC and where most of the balance management would happen then we'd find an issuing partner to connect cards to those balances but I'm wondering if doing it in that order could create problems later. If the issuer has specific requirements around how funds are held, how transactions are authorized or how settlement works we could end up having to change parts of the wallet setup just to make the card program work.
